Sends a signed, RLP-encoded transaction using eth_sendRawTransaction. This is the supported way to move funds: keys stay on your side, the API only relays the signed blob.

Build the transaction with the nonce from GET /api/v1/eth/account/{address}/nonce and a gas limit from POST /api/v1/eth/account/estimate-gas, sign it locally, then submit the 0x-prefixed hex here. A 200 means the node accepted the transaction into its pool — not that it is mined. Poll GET /api/v1/eth/transactions/{hash}/receipt until it returns a receipt and check status is 0x1.
